Actually, it is the sum of all blocks specified in DEFINEs that have been 
allowed that cannot exceed SYSLIM. USERLIM is not part of that equation. It 
merely limits a single user's allocation. As a rule, most of our users do not 
grab anywhere near the USERLIM.
