It isn't... for many reasons.

The walk is a square gait, with even pick up and even set down.  The tolt is 
not a square gait, it is a lateral gait with even set down and lateral pick 
up.

The frame of tolt is one of ventroflexion, opposite the bascule or 
dorsiflexion of collection.

The "collected" walk is a relatively high level dressage movement.

Here's where being an informed, educated consumer is very beneficial! 
Falling for this stuff can cost you a lot of money!

Not only that, but then the person becomes vested in what they have put 
their money into, then they support it and get into arguments with people 
about it; also the horse suffers for it, then there has to be the whole 
situation of undoing the problems caused by the bad info, and learning 
everything all over again in a better way.
