The availability of programmer has nothing to do with
the learning curve. Most programmer stick to JSP or
ASp because most of indian software companies use JSP
and ASp. Reason given by most of the java programmer
for chossing java is "you are paid more".
Python is even much easier to learn compared to PHP
but finding Python programmers is much more difficult
in this country.
