The point is not coming up with plausible reasons about why smaller focus groups might want to work with the LUG. Reality seems to be that they do not see things this way, as other than a few instances like OpenStreetMap, none of the groups that you mention have seen fit to approach ILUG-D for such a broader meeting. And, frankly, ILUG-D was probably not all that much of a help to OSM. So, if we want to change that, I think what would bear thinking about is how the LUG can be relevant in practice to such groups. One way might be to foster projects in many such groups, and have meetings across interest areas. However, setting this up is a lot of work, and I am not even sure how active the smaller special-interest groups are in Delhi/NCR.
