Using Safari 1.3.1 on Panther (10.3.9). I have a scroll bar for the text, but I do have the same window sizing problems that you mention. An ad banner gets cut off at the bottom, and there's no window resizing controls; activating the status bar reveals no resizing icon in the lower right corner. ...and to piggyback on your posting, ever since I upgraded to Panther I've been getting a lot of beach balls while browsing with Safari. I don't even have to abuse it for things to stall up.
