Original reason was because of people that wanted to use a time
other than the real time zone. After more consideration, it would
seem to make more sense for them to run their systems in the
desired time zone and not have IMail try and take all this into
account. Thus we will eliminate the use of the setting/registry
entry and only use the system setting.
