Have them run a traceroute, or give you their IP address so that you can.
See if somewhere in between packets are being dropped.  With the advent of
Cable modems and DSL in metro areas many ISP have sold their pipes dry...
IMAIL can't fix that and it really is getting much more common in the last
3-4 weeks.  If that is the case get them a dial up account in to your
facility or as close to your upstream backbone as you can and it should get
better.  (If tracert reveals that connectivity is the issue)
