Seeing as how UU.NET and a couple of other providers are
starting to implement the same policies I would say the writing
is on the wall on this issue.
I can actually sympathize with the larger ISP's on this somewhat.
I consider the number of dialup SMTP attacks we have experienced
here on our servers. However since Mindspring and UU.NET started
implementing these filters I have seen a dramatic increase in these
attacks.
As a smaller ISP, when a spammer is loose on our dialup ports
I get tons of hate mail, death threats and the likes until I have taken
action on the luser. We have even experienced AOL.COM refusing
connection with our servers over one lousy spammer. So I end up
with a bunch of angry users who can not send mail and a bunch of
outraged people threatening to have us thrown off the Internet just
because they say I can not control my lusers. And my problems are
on a small scale compared to the number of complaints that larger ISPs
see.
Fortunately I am able to implement port 25 filters on individual users
selectively instead of forcing all users to suffer for one person. However
we do not take instant dial up applications, we verify all accounts with
a written, signed application. We also add these accounts manually
so there is not a large chance that a luser that we have applied a LART
to will pop back on with an instant account after being knocked off.
With a ISP as large as mindspring, this would be almost impossible to
do.
