Wise,
Going back to the original error, see the number 10060, well that is a
Winsock error number, meaning 'Connection timed out'. So, this means that
the client waited some time, but could not establish the connection. Could
be the clients timeout setting is too short (or server was too busy to
answer in the alloted time) or anything that might have kept the connection
(DNS, TCPIP, modem) from being completed.
Anyway, if this error occured when one was trying to 'send' a message, it
may or may not have something to do with the Relay setting. If that were the
only thing changed, then I might say it is server related. But now you say
the settings probably were not correct (or unchanged from what they were
before the test), and with that info, I would say it is not the server, but
client or connection related.
All this means to me, is that your test was not valid. Best to make sure the
client is not having this problem, now, then re-run the test with the
changed SMTP settings.
As for new questions:

No. This will keep 'postmaster' and other bounce related messages from
reaching the proper destination.

Set up the account! Let the person know your settings and run a test, change
the settings and test again. This will tell you exactly how it is working!
If you wish to 'inactivate' the account, you can (Account Access Disabled
checkbox), so it can only be used at particular times, which you control.
