Generically, it's a bad idea for NT to run by itself on the NT at all - even
if the firewall software is installed on the machine. There are some
exceptions to the rule (CheckPoint, because it replaces NT's default TCP/IP
stack with its own) but generically it's a good idea to have a firewall
between the NT machine and the internet, because its TCP stack is not that
good.
If price is an issue, as well as ease of configuration, the $150-$200
Linksys router does indeed support port redirection, allowing you to use one
IP and still get the serices you want (SMTP, POP3, IMAP, HTTP, SSL) to go to
the NT server.
If you can afford a bit more (about $700 for a machine w/o monitor) you can
build you own OpenBSD firewall and use that. I'd recommend it - at first
it's a bit hard to learn, but after you've set it up a few times you'll
learn to love the control you have over the firewall and the inherent
security of the product.

Early on I tried using ZA on a NT server with must of what your described

My guess is Win2k would suffer similar failure. Get a Sonic Wall or other
appliance (Linux, FreeBSD etc) to do the firewall job.
