I totally agree. System admins need to learn how to handle it
themselves instead of delegating "policing" agencies.

You should not allow rogue, (self appointed) Internet Police to make
decisions about who you filter from your network. You should police your
own
network. Organizations like ORBS allow network admins to become lazy and
unaware of what's really happening on their networks.
