It seems to me that your management should be made aware of the facts as you know them. However, be forewarned that many managers do not take kindly to this kind of information. If you have knowledge of something that is wrong and take no action then you are culpable. Unfortunately all too many people disregard their moral obligations. Here in Oklahoma City we have 168 chairs sitting unoccupied where a federal building used to stand. One person could have stopped that and didn't.
