This depends on your company's policy.  For us, it's a no brainer.  
the message gets forwarded to their supervisor for attention.  It's a 
stated policy that all employees sign.

Our policies place all responsibilities on the employee's supervisor 
or department head, and relieve IS of all responsibility for policing 
any mail.  They also state that all mail is considered public and no 
privacy should be expected at any time.  If you don't have such a 
policy, you may run afoul of the employee's right to privacy if they 
can reasonably expect that email would be unread by other than 
the designated recipient.
