I'm guessing that's because most people who are knowledgeable enough to
send MIME segments with a command line program like mailall.exe would be
able to figure out that you can't. I believe the Knowledge Base mentions
this limitation.
At the very least, if mailaill.exe did support HTML MIME segments, it would
need to know the filename to use as the text version and the filename to
use as the HTML version.
