It's doesn't seem to be our friend Harry Sacks, though; he always used 216.104.149.198, this guy is coming from 216.104.149.237, another Ipswitch IP address. It looks like we've got another Ipswitch employee with a Hotmail account sticking up for Ipswitch (and referring to Ipswitch as "they", just like Harry Sacks).
