I've not found a single test that 100% identifies only spam.  For example,
spamcop blocked Microsoft's .NET Passport signups recently.  While I'm sure
they deserved to be blocked, it would certainly be confusing for users
attempting to sign up for the service and never succeeding.  There's no one
on the other end of Passport to bounce the message to also.
