FYI,  Passport has been off  SpamCop's tagged list for over a week.  They
may have fixed something on their end to keep from getting back on.

   By definition, any whitelist would  be dynamic.   For example, the person
who runs several good lists, then gets blindsided by a SpammerList.  The
server's outgoing IP would be tagged by Spamcop, along with the "good
lists".

   I have run across a fair amount of small company self-run open relays
tagged as Open Relay + Spamcop.  Right now I have Declude configured to
allow these through the weighting system.  Of course that allows lots of
real spam through that also has one or both of these attributes.
