This is where the new weighting system (unique to Declude, as far as we
know) will come in handy. This feature (in beta testing right now) assigns
each test a weight, and you can have it only consider an E-mail to be spam
if a certain total weight is reached.
That way, you could have it set up so that an E-mail that was from a server
listed in SPAMCOP wouldn't get treated as spam, unless it failed some other
tests as well.
