Is it standalone, or part of a (NT) domain?  Have you, or anyone else applied any policies to the box?

Admiringly this is a reach and somewhat embarrassing, but I'm at the point of trying anything to get through this.
 
I have full administrative rights to an NT box yet I'm not able to install any programs on it. Does anyone have any suggestions as to what I may be missing here?
