I've transfer many from NSI to OpenSRS. Everything must be in order for NSI to accept the request to leave. NSI will also not allow expired domains to be transfer (even if still active on the net) and will not release the domains upon expiration to be renewed elsewhere (in essence you must do it before expiration or be held hostage).
