That same fear significantly delayed (more than a year) the launch of
Message Sniffer which is loosely based on the same concept. We finally got
to a position where we felt safe enough on the grounds that the end user can
ultimately customize their system's responses to any message - Message
Sniffer (www.sortmonster.com) is only categorizing those message to make the
job easier. We're only making the hammer. The end user decides what to nail
and how to nail it.

I suspect you will be safe enough if you work from that premise... this is
not a legal opnion, just an opinion. I also suspect you will begin to have
trouble once you get past several hundred rules (we have thousands). It
becomes a real headache to manage. We used to do it that way using IMFilter.

You might want to have an example message of the spam filtered by each
rule - it takes some space, but it's much easier than trying to describe the
rule in a way that makes sense.
