Mike, Remember that SpamCop will notify you if your customer's URL was contained in an email. In other words if someone sent an email containing a URL or IP address that belongs to your customer and someone else turns that message into SpamCop then you and your customer will be notified.
I don't know that's the case in this situation but you will be able to decipher the reasons if you study enough. I just went through this with SpamCop on one of our customers.
