 From the course Server Administration 101:

"When the CPU is pegged at 100%, the first and most basic step is to open 
Task Manager (hit CTRL-SHIFT-ESC), go to the Processes tab (which lists all 
the processes running on the server), and click on the "CPU" (not "CPU 
time") button.  This will sort the processes in real-time according to 
their CPU usage.  If there is one process at 100%, that is the guilty 
process.  If there are several processes each using a lot of CPU time, that 
group of programs -- in most cases related somehow -- are the guilty 
processes."
