Just a follow up for those who might have similar symptoms in the future:

This morning we narrowed down the problem to only "outside" clients. Then I
contacted our our ISP and they confirmed a line problem with our DSL
connection.  Covad now suspects that the local loop has been "cut/spliced"
or "nicked" and may need to be re-provisioned to get the reliability back.

Are  you  positive  that there are new people "contracting" this issue
after  you  made your hardware changes? If not, it's possible that the
corruption  is  lingering because the .UID files (indices) are corrupt
and you haven't deleted them to force reindexing.

If  new  people  are getting this issue, have you checked out the disk
subsystem itself for corruption (and remaining space :)?
