An analogy if I may:

I am not going to wear my seat belt because if I do get in an accident in my
car, it has air bags and the doors are locked. And if worse comes to worse,
I have medical insurance.

How about another:

I will leave the door to my house unlocked and open. If some one want to
come in and steal something, I have my gun handy.

The key word that you hit the nail on the head is fallback. Fallbacks are if
the front defense fails. They are not a replacement for a front defense,
which is what the relay setting amount to in this discussion.

Yes, those fallbacks are very reliable. That is not the point!
