You should never use 'Relay for Local Users' nor 'Local Hosts.' This is a very hard rule. The moment you activate one of these options, anyone who can perform just one successful dictionary attack can relay through your server. Whether or not you use the accept.txt (which just gives more addresses for an attacker to use), and no matter how "hard to guess" your domain names seem to be, names like root, postmaster, etc. will allow instant access to remote recipients.
