Is the server Dual Homed? If so then you are accessing a different Address with the external DNS. DNS is showing your address as 66.149.9.23 This is what the web mail is comming up on also. Now verify that IIS is set to run on this IP address AND use port 80. If that is correct, then port 80 inbound may be blocked at the firewall.
