NO, sorry... If your "proper" operation was only using a private IP on the box, and then you NAT'ed from outside the firewall to that private address, then don't change your config. We just need to see what's not working.
I can only assume at this point, but IF you have the external address of 66.149.9.23 that is Nat'ed at the Router to an internal address of 192.168.100.xxx (your IIS/WEB Mail Box), and the WEBmail portion is working, then Scott is correct in saying that it more than likely isn't your network setup. Just to be sure you should check your router configs and verify that you have a NAT entry for the services you are using like 80, 25, 110, etc. If that is correct (especially the port 80 conversion), then make sure that you aren't running a software filter on the box like Black Ice. If so, it may have blocked the routers address it uses to NAT internally. Next check your Directory Security section of IIS (web properties). It may be blocking access to that IP as well. Last, you need to look at your IIS logs for that Web site. Those are normally located at c:\winnt\system32\log files (I think). That may give you some indication of what is happening.....
