Because it takes effort. The "end user" of the IP address has to get the "owner" of the IP address to either create the PTR record in their tables or to delegate the requisite in-addr.arpa range to them. Some providers understand the need and all it takes is a phone call or e-mail to the appropriate party. Others either have no clue or insulate their knowledgeable people until you jump thru hoops to get to them.
