Hate to burst your buble. Overe here we have for instance lite adsl with fixed ip for as low as 36,95 euro (less then $35) (I you can read Dutch go to www.xs4all.nl/adsl/). This comes with a configurable rDNS. For that price I am alowed to run services from my home network attached to that connection. Have a look at the DNS for bobo.xs4all.nl, that's my private ADSL at home.
