I believe that Sanford was trying to provide a solution within the debatable
confines of sticking with POP3 as RMilner
initially stated. I wholeheartedly agree with you when you wrote "deploy
IMAP over POP" as I've tried to convey this idea over a couple of exchanges
with RMilner on this Forum.

Moreover, asking that all his users to switch to The Bat! or some other more
intelligent e-mail client seemed to him to be entirely out of reason -- not
to mention that this would mean delegating security- or legally-related
issues to technically-challenged users, as you know.

As regards your last sentence -- which seems at odds with the previous
one --, I already wrote that having this feature in IMail Server would be a
good candidate for the wish list. But the crux of the "problem" lies not
with IMail as I see it. It is rather that the dominant e-mail client does
not make use of a readily available "verb" in SMTP transactions, at least
not out of the box, and that fulfilling RMilner's goals means switching to
IMAP4 is the best (only?) way to go, despite his insistence on using POP3
and Outlook. Putting the blame on the mail server is, I think, in error from
a technical point of view.
