I don't understand the ramifications of turning of "Auto deny hack attempts"
It's a policy of dynamically blacklisting any IP that violates the rule.
To un-blacklist any/all IPs, you have to stop/start the server.
Turning off the policy BETTER NOT turn on vulnerability to the violation.
