Contact George from www.inno-tech.com and ask him about their listserv.  I believe that he can do something like this for $100 a year and they don't have any problems with being blacklisted, at least so far.  They use a real listserv that generates bounce reports and everything else that one would expect, and they aren't in the business of taking on spammers as clients like many of the cheaper ones that advertise their services or that you might have heard of already.
