THREAD=REFERENCES is its name, so why can't it THREAD based on
REFERENCES? The current draft's algorithm would be better named e.g.
THREAD=COMPREHENSIVE.
If this is what people want (and I think I've heard it enough that it is) we should just drop THREAD=REFERENCES from the next draft, change the behavior of the algorithm not to look at the subject, and introduce THREAD=REFS.

Mark, Ken, can this change be made in the next draft? Servers that already support THREAD=REFERENCES can continue until clients drop off, and adding THREAD=REFS will be trivial.

Is there anyone who wants to speak up in favor of using Subject in threading?
