OK, it's in the manual...but it's still Mac centric. Try doing any of this without a mac...
I note that Windows Jpeg programs that I have looked at do not support transparent colors. Transparent areas are supported I GIF format, but IM doesn't support GIF. I doubt it is currently possible to create properly functionign icons with a Mac. This is a problem in and of itself.
If transparency is important to you, you might look at PNGs. There exist a number of applications for Windows and Unix (the GIMP springs to mind) that I'm pretty sure will handle PNGs and transparency.
Beyond that, what kind of thing are you thinking about when you say we need "a cross-platform spec (independent of Mac centric code) for custom icons" (your words)? Resource files are obviously out, and you don't seem to like JPGs or PNGs. We aren't licensed to support GIFs at the moment, so they're out.
Perhaps part of the confusion/misunderstanding is that you're still thinking about the spec we use in the resource files for the black and green/red/orange/yellow icons. Where JPGs and PNGs are concerned, any JPG and many PNGs may be used. The drawback with using just any JPG or PNG at the moment is that there's no way to show the state, but we expect that to be addressed in the very near future. When it has been, will that be what you're looking for?
