Please confirm that you are going to "Server Settings... -> Layer 2" and clicking the checkbox to enable Layer 2 for the server. In 5.4b3, the symptom of a missing layer-2 engine is that you can click the checkbox, click OK, re-open Server Settings and the checkbox goes back to unchecked. To verify that Layer-2 is installed, go to your "InterMapper Settings" directory in the file system and check the "Extensions" directory. If Layer-2 is installed, there will be a file named "switches.zip". The "switches.zip" file is installed by the "InterMapper DataCenter RPM". If it's not there, please file a bug report from the software. Please include the InterMapper debug log and the IMDataCenter logs from the Logs tab.
