We don't need any people that need to "officially" tell anything. You can just tell. You don't need anything "officially" for that, your send button works just fine without that. What this RFC provides framework for is for initiating contentious and harmful personal attacks on people because they "send too many emails" or question the RFC process or tell somebody their idea for the RFC may not be the best one ever, and equally grievous sins, and somehow make it look as if these people are somehow against the community by the mere fact that somebody felt they are "disruptive".
