Multicast scopes I'm not so sure about, but site local in general
should remain.   That works, and is defined just fine.

The issue with site local is deciding when it should be used, and
how one discovers the address, which has nothing at all to do with
the architecture of the addresses or their definition.  That is,
if you have such an address, and plan on using it, its properties
are quite clear.
