By the way, linux-2.4.18/net/core/neighbour.c:neigh_update() seems (at a quick glance) to go with the "don't do anything if override = 0" interpretation, but then that's a whole _different_ can of worms! Most folks back in 1999 seem to have gone with the REACHABLE->STALE interpretation though ... unless there's a canonical 2461bis which fixes this problem I'm going to interpret it as a MAY, eg nodes may or may not reset the entry.
