o Complete work on Centrally Allocated Unique Local Addresses (ULA-C) Jul 2008 Submit ULA-C specification to IESG as a Proposed Standardi'm not too sure if ULA-C has wg consenssu to be the way forward. so i would object to this wording.
"Complete work" was intended to mean seeing if there is a consensus to move forward with some sort of central ULA. If there is no consensus, then the work will be dropped.
Personally, I don't see anything close to a consensus at the moment.
