That's right, my second suggestion was a bad idea. (Sorry for making you write 
this long response)
Maybe a hack like 

    <activation>
      <property>
        <name>hadoop.profile</name>
        <value>!IreallyWantToBreakTheBuild</value>
      </property>
    </activation>

?
