Ok I submitted INFRA-22699 for creating the two new github repos.

Also I agree a lot with your thoughts Hoss. The new *apache/solr-docker* 
repository is going to be a lot more sparse than docker-solr/docker-solr, 
because much less scripting is needed in general. The only script that will be 
needed is to generate the {{docker-library/official-images/library/solr}} 
patch, I believe hoss called it 
{{{}apache/docker-solr/generate-stackbrew-library.sh{}}}.

But *docker-solr/docker-solr* should also get a bit less complex once 9.0 is 
released. Whenever we complete the first 9.0 release, we will only need to 
track 8.11.y (the last release at that time) and no other versions before that, 
so we can remove the old tags from {*}docker-solr/docker-solr{*}, and just keep 
8.11. There are going to be a limited number of 8.11.y releases after 9.0 is 
released, so I don't think we need to add this to the 8.x release wizard, we 
can just run the scripts manually.

The above assumes that we are not going to change the way that 
{{docker-library/official-images/library/solr}} is generated until 9.0 is 
released (i.e. the *apache/solr-docker* and 
*apache/solr-docker-official-images* repositories should not be used for 
anything official until 9.0 is released). If this is true, we shouldn't really 
need to change the *docker-solr/docker-solr* logic until *apache/docker-solr* 
is in use.
