[~houston] I created [https://github.com/apache/solr-docker] now. So adding a 
step to Wizard, adding a Dockerfile for each release to this repo should now be 
doable. And we need to generate and maintain the TAGS file in some way. We 
could copy the 7.7.3 and 8.11.1 lines from docker-solr and have them as static 
include.

But as long as we also keep releasing 8.11.x releases from the other repo, we 
need to decide on whether docker-solr/docker-solr or the new apache/solr-docker 
is the master repo that we create PRs to docker-hub from.

I'm a bit unsure what is the state of the actual Dockerfile.official in main, 
and the whole "build image from solr-release-tarball thing. And whether 
docker-folks will accept the syntax of our Dockerfile. Please shed some light 
on that, what is the current status and what remains to be fleshed out or 
clarified with docker-folks.

I volunteered as RM for 9.0 but don't plan to drive this particular issue. If, 
at the end of January this is still up in the air, I'll probably opt for 
manually copying over the 9.0 Dockerfile into docker-solr repo. However, that 
approach still requires the new Dockerfile format to be approved by docker 
folks, so that should probably be the first priority?
