1. "keeping solr.xml config" -- It exists today in Solr 8. In Solr 8 I'm using
a TracerConfiguration with custom configuration (PluginInfo). No Solr hack
necessary.
2/3: I think if someone supplies some solr.xml config (as one does in Solr 8),
that "wins". If not, ENV/sys-prop (I don't care). If nothing at all, perhaps
we have a RID-like simple default. And that is disable-able.
