Review Comment:
   I don't know that I'm suggesting anything specific.  Just pointing out that 
it feels like there's some "magic" going on here.  None of these tests (even 
the success cases) seem to mind that there's no configset with this name.
   
   Maybe that's cause for alarm and suggests that there's insufficient checking 
in the API method itself.  Or maybe this is just part of the "magic" that you 
often see in mock-driven tests and is totally expected.
   
   Not trying to suggest which of these it is - just flagging for your review 
is all.  If you're happy w/ it, great.
