Define "editable". When I read "editable document," I think of an "editor" such as "vi, Notepad++,..." or a "word processing program" such as "Word, OOo Writer,...". When I read "acro forms," I always avoid the word "editable" because that's completely different from what you can do with Word. When you ask "Can't I convert directly the whole of a non editable pdf to editable ones?" it's like asking: "How can I fill a bottle with electricity?" Please rephrase your question so that we have a better understanding of what you mean. In the above example, the question makes more sense if you replace "bottle" with "battery".
