Define "editable".

When I read "editable document," I think of an "editor" such as
"vi, Notepad++,..." or a "word processing program" such as "Word,
OOo Writer,...".

When I read "acro forms," I always avoid the word "editable" because
that's completely different from what you can do with Word.

When you ask "Can't I convert directly the whole of a non editable
pdf to editable ones?" it's like asking: "How can I fill a bottle
with electricity?" Please rephrase your question so that we have a
better understanding of what you mean. In the above example, the
question makes more sense if you replace "bottle" with "battery".
Please use the correct wording and we'll probably be able to give
you a better answer.
