The API for MPEG encoding parameters is now done through the V4L2 API in 
ivtv-0.8 and up. So anything related to MPEG settings has changed. 
Things like TV standard and frequency always used the v4l2 API and so 
are not affected.

BTW, I'm fairly certain someone worked on upgrading vlc. Is there a 
newer version available? Or are the changes still in the vlc 
repository?
