This is a problem. For some reason, apt knows nothing about modutils from 
ATrpms. On my box:

$ apt-cache policy modutils
modutils:
  Installed: 2.4.26-16_1.rhfc2.at
  Candidate: 2.4.26-16_1.rhfc2.at
  Version Table:
 *** 2.4.26-16_1.rhfc2.at 0
        996 http://ayo.wilsonet.com yam/fc2-i386/at-production pkglist
        100 RPM Database
     2.4.26-16 0
        996 http://ayo.wilsonet.com yam/fc2-i386/os pkglist

Without the updated modutils, the old tuner module will keep getting loaded. 
I'd either download the package from atrpms.net manually, or just remove the 
stock tuner module. Did you run an apt-get update after putting atrpms lines 
in sources.list? If not, you may not have updated metadata, but its also 
possible there's a repo issue I don't see with my local mirror.
