This is because while they both go from 0-65535, they don't mean the same thing to the different chips. If you set the volume to 58880, you've actually *increased* the volume from the default (of +0dB) by +5.5dB. The cx25840 doesn't have just "lower the volume" like the 350 does, it can also amp up the volume. 65535 is +18dB, and 0 is -96dB. If you want the sound to be lower on the 150, the volume number has to be lower than the 350.
