[cactus] Cactus 1.0 beta 2 available

Cactus release 1.0 beta 2 is now available for download. Please check
http://jakarta.apache.org/commons/cactus/changes.html for a list of changes
from beta 1.

The plan is to let this second beta run for 1 or 2 weeks and if no problems
are raised to release the final version 1.0 at that time.
